The “Refrigerant Law” and the Central Register of Operators

Effective on Ferbuary 1st 2018 Central Register of Operators (CRO) has been adapted to the requirements of the Law of the Substances Depleting the Ozone Layer and of Some Fluorised Greenhouse Gases (Dz. U. z 2017 r. poz. 1951) and the Decree of the Environment Minister concerning the Central Register of Operators (Dz. U. z 2017 r. poz. 2419.).

According to the article 14 point 6 of the Law, before issuing the first Equipment Card, the Operator is obliged to register the respective piece of Equipment by means of filling up the Register Form.

„The Operator” is understood here as a: user, an owner of the Equipment or any entity being in charge of the Equipment.

The Operator is obliged to perform the full and actual control over the Equipment and its technical and operating conditions, as defined in the article 4 of the Law, and also to take the take the suitable financial and technical decisions with respect the Equipment.

According to the current law, August 1st 2018 marks the deadline for the registration of the Equipment Cards with the CRO – for the refrigeration units already in use. The Operators are thus obliged to keep the register of the service activities performed up to date – e.g. with regard to the control of tightness of the system (at least once in a year from the date of the last control).
